How the DMV works in Maryland

In Maryland, the Motor Vehicle Administration (MVA) runs 24 branches that handle both licenses and vehicles, by appointment. Many renewals and replacements can be done on myMVA or at a 24-hour kiosk instead. Emissions tests are at VEIP stations every 2 years in much of the state, and used cars need a safety inspection before they're titled. Here's how it works.

Maryland rules worth knowing

New residents: 60 days
License, title and registration within 60 days, often in one 'New to Maryland' appointment.
$64 for 8 years
Renew up to a year early; online or at a kiosk when your notice allows. From 40, a recent eye exam.
Driver's ed at every age
30 hours of class and 6 behind the wheel, plus practice hours and a permit held 9 months under 18.
Provisional for 18 months
Every new driver holds a provisional license 18 months without a conviction before a full license.
6.5% excise tax
Since July 2025, plus a $200 title. Used cars need a State Police safety inspection before titling.
Emissions every 2 years
In 13 counties and Baltimore City: $30 at a VEIP station, $26 at a kiosk.
