Who does what
How the DMV works in Arizona
In Arizona, ADOT's Motor Vehicle Division runs about 45 offices that take walk-ins and appointments, and private Authorized Third Parties do most MVD work for a convenience fee. Most licenses are good until 65, and much of the rest is online at AZ MVD Now. Cars in the Phoenix and Tucson areas need an emissions test, and our station pages show ADEQ's live wait. Here's how it works.
MVD offices
Licenses, Travel IDs, titles and plates
Most are open weekdays 7:30 a.m. to 5 p.m. and take walk-ins or appointments on AZ MVD Now; a few rural offices keep shorter hours or need an appointment. They open at noon on the second Wednesday of each month. Three rural offices handle most services through TeleMVD, without road tests.

- New residents: right away
- Get an Arizona license and register your car as soon as you're a resident. A current license from another state usually skips the tests.
- Good until 65
- Most licenses last until your 65th birthday, with a new photo every 16 years. MVD sends no renewal reminders.
- Teen permits at 15 and a half
- Hold it 6 months, log 30 hours (10 at night), or finish driver ed and skip the road test.
- Hands-free only
- No holding a phone while driving. Permit holders can't use one at all except in emergencies; new teen drivers only in emergencies or for spoken navigation.
- Emissions in Phoenix and Tucson
- Most cars test every 1 or 2 years once they're past their first 5 registration years. Electric cars are exempt.
- Address changes: 10 days
- Tell MVD within 10 days of moving. It's free online.
