How the DMV works in Pennsylvania
In Pennsylvania, PennDOT runs Driver License Centers for permits, tests and licenses, and Photo License Centers that only take photos. Vehicle titles and registration mostly go through PennDOT's agents and online messengers. Here's how it works.

Driver License Centers do permits, tests, transfers and REAL ID. Photo License Centers only take photos, with the camera card PennDOT mails you.

Private businesses authorized by PennDOT handle most title and registration work, and may charge their own fees. Renewals can also be done online.

- New residents: 60 days
- Switch to a Pennsylvania license within 60 days. No knowledge test with a current license.
- Your car: 20 days
- Title and register it within 20 days, then get a safety inspection within 10 days.
- Renew online, then a photo
- After renewing, take the camera card PennDOT mails you to a Photo License Center. $39.50 for 4 years.
- Address changes: 15 days
- Free, online or by mail. PennDOT mails an update card to carry with your license.
- REAL ID: $30 once
- A gold star in the top right corner, for a one-time $30 on top of the renewal fee.
- Teens: 6 months, 65 hours
- Hold the permit 6 months and log 65 hours (10 at night, 5 in bad weather) before the road test.
