Pass the knowledge test first (online or in person), then bring these to a BMV license agency within 60 days.

Proof of your full legal name and date of birth
A US birth certificate or passport, for example.
Your Social Security number

Proof of your Ohio address
1 for a standard card, 2 from different sources for REAL ID. Utility bills, bank or credit card statements and similar, showing your Ohio street address.
Proof of citizenship or legal presence
A US birth certificate or passport covers this.
A parent or guardian, if you're under 18
