    Alamance, Buncombe, Cabarrus, Cumberland, Davidson, Durham, Forsyth, Franklin, Gaston, Guilford, Iredell, Johnston, Lincoln, Mecklenburg, New Hanover, Randolph, Rowan, Union or Wake.

  3. 3Is it any of these: 20 or more model years old, diesel, fully electric, a farm vehicle, or one of the 3 newest model years with under 70,000 miles?

    These are exempt from the emissions test, not the safety inspection.
