Within 30 days of moving, by appointment. Then register your car at a vehicle licensing office.

Your out-of-state license
DOL punches a hole in it and gives it back. You drive on a 45-day temporary license until the card arrives.
A driving record from your old state, dated within 30 days
So a valid license lets you skip the tests at 18 or older.
Proof of identity
One stand-alone document, such as a valid U.S. passport or passport card, a U.S. state license or ID (valid or expired under a year) or a green card. Otherwise a mix of A-list and B-list documents, like a certified birth certificate with other records. No copies or photos of documents.
Your Social Security number
Or a signed statement that you don't have one (not for an enhanced license).
Payment
$111 for 6 years or $131 for 8 years; $153 or $187 for an enhanced license.
Under 25 from November 1, 2026: the work zone course

Free online, about an hour, before your first Washington license.
For your car, afterwards: title and odometer reading
