They give permission online or come with you, with proof they're your parent, like a birth certificate.
Proof of identity, for a photo permit

One stand-alone document, such as a valid U.S. passport or passport card, a U.S. state license or ID (valid or expired under a year) or a green card. Otherwise a mix of A-list and B-list documents, like a certified birth certificate with other records. No copies or photos of documents.
Payment, $35
Valid for 1 year, renewable twice.
