Your first Virginia license
Within 60 days of moving (30 for a CDL). Start the application online, then visit a Customer Service Center.

Your out-of-state license
At 18 or older, with a license not expired more than a year, you take only the vision screening.
One proof of identity
Originals only. An out-of-state license counts only if it's REAL ID compliant (has the star).
One proof of legal presence
A U.S. birth certificate or passport covers both identity and legal presence.
Two proofs of your Virginia address
Two documents showing your Virginia home address, such as a lease, deed or mortgage statement, a utility bill, a bank statement, a pay stub or a government letter. DMV accepts printouts of online statements; photocopies and temporary documents aren't accepted. See DMV's document guide for the full list.
Your Social Security number
If you know it, DMV can check it electronically.
Name change papers, if your name changed
Only if it applies
A certified marriage certificate, divorce decree or court order for each change.
Payment
$32 for 8 years, plus a one-time $10 if you choose REAL ID.
For your car: title, insurance and inspection
Only if it applies
Your out-of-state title or registration, a completed Application for Title and Registration, proof of address, Virginia insurance (50/100/25), a safety inspection, and an emissions test if the car is kept in Northern Virginia.
