Getting a learner's permit
At a DMV Customer Service Center. Walk-ins for the knowledge exam must arrive by 4:30 p.m. on weekdays or 11:30 a.m. on Saturdays.

The application, signed by a parent if you're under 18
Form DL 1P. An emancipation court order can replace the parent's signature.
One proof of identity
For example a U.S. birth certificate or passport.
One proof of legal presence
A U.S. birth certificate or passport covers both.
Two proofs of your Virginia address
Two documents showing your Virginia home address, such as a lease, deed or mortgage statement, a utility bill, a bank statement, a pay stub or a government letter. DMV accepts printouts of online statements; photocopies and temporary documents aren't accepted. See DMV's document guide for the full list. Under 19, a parent or guardian can certify your address instead: they come with you and bring their own ID and two proofs of address.
Your Social Security number
If you know it, DMV can check it electronically.
Glasses or contacts, if you wear them
You take a vision screening.
Payment
$3 plus the yearly cost of a license.
