Titling a car you bought
Take these to a DMV center or DMV Select within 30 days of buying, or mail them. Virginia-titled private sales can often be done online.

The title, signed over to you
Section A completed and signed by every owner, with the odometer reading, date and price. You complete Sections E and H, and G to register at the same time.
Application for Certificate of Title and Registration, if the title is from another state
Only if it applies
Form VSA 17A.
Proof of your address
Such as a utility bill, bank statement or lease in your name.
Proof of the price
The price the seller wrote on the title, a bill of sale signed by both of you, or a Vehicle Price Certification. For a gift, form SUT-3.
Insurance, if you're registering it
Only if it applies
Insurance of at least $50,000 per person and $100,000 per crash for injuries and $25,000 for property damage (50/100/25).
Payment
$15 title fee and 4.15% sales and use tax (at least $75). Registration: $30.75 a year for a car of 4,000 lbs or less, $35.75 for 4,001 to 6,500 lbs. $2 to move your plates.
