At the county clerk where you live, before you drive it.

The title, signed over to you
Paper title with the price and mileage; Tennessee doesn't take electronic titles. Any loan released.
Proof of identity
One photo ID such as a driver's license or passport, or two other documents.
2 proofs of residency
Such as a current utility bill, bank statement, lease, mortgage or insurance policy.
Affidavit of Non-Dealer Transfer, for a gift, a family sale or a low price
Only if it applies
Signed by buyer and seller. Without it, a price under 75% of book value is taxed on the full value.
Your current registration, if you're moving your plate to this car
Only if it applies
A plate transfer is $1 plus county fees.
Payment
Title fee (about $14 to $19 by county), sales tax (7% plus up to $88), and registration ($29 plus wheel tax).
