Get it within 10 days of becoming a resident. Apply online first, then visit an office.

Your out-of-state license
Bring any license or permit another state issued you.
Proof of identity
A US passport, US birth certificate or Permanent Resident Card, for example.
Your Social Security number
Needed for most applicants; California DMV lists a few exceptions.
2 proofs of California residency
2 different printed documents with your name and the same mailing address, like a utility bill, bank statement, lease or insurance document.

You'll take a vision exam and the knowledge test.
For your car: REG 343, title, smog certificate
Only if it applies
Form REG 343, your out-of-state title, a smog check for most 1976 and newer cars, and a REG 31 vehicle verification by a DMV employee, peace officer or licensed verifier.
