Your first Arizona license
As soon as you're a resident. MVD offices take walk-ins; you can also book on AZ MVD Now or use a Third Party.

Your current out-of-state license
It usually waives the written and road tests, and counts as a secondary ID.
Proof of lawful presence
An original or certified U.S. birth certificate, U.S. passport or other document on MVD's list.
Your Social Security number
The number is enough.
Two proofs of your Arizona address, for a Travel ID
Only if it applies
Mail from a business, organization or government agency with your name and home address, such as a utility bill, bank or credit card statement, insurance policy or rental agreement, from two different sources. If you have only one, an Arizona Residency Affidavit (form 40-5143) can count as the other.
Payment
$25 if you're 16 to 39, $20 at 40 to 44, $15 at 45 to 49, and $10 at 50 and older (good until 65), or $25 for a Travel ID, plus a $5 out-of-state vision screening.
For your car: out-of-state title, form 96-0236 and emissions proof
Only if it applies
Emissions only in the Phoenix and Tucson areas. Bring the car in case it needs a Level I inspection.
